Hyenas’ Navia Base is an oil rig located north of Navia. You’ll need to use a hoverboard to get to this location. The hoverboard is the best device you can use in the water. Once you get there, you’ll need to talk to the Hyena Guard. You will need to select the following dialog options to get inside the oil rig.
